As part of The Work Foundation's Public Value programme, this report examines the connection between ideas of community and public services, questioning the underlying assumption that the reinvigoration of communities can reconnect the public with public services. This report argues that a devolution and participation agenda is not sufficient in itself, and warns of the dangers of instrumentally engaging with communities.
