Prepared for The Work Foundation, this report evaluates the tensions between democracy and bureaucracy in theories of Public Management. It then establishes a concept of Public Value as a dynamic process including authorisation, creation and measurement, and suggests that service reform oriented toward this understanding is necessary in
order to allow public bodies to engage with the public and actively shape and inform public preferences.
